El Gobierno Nacional constituirá una Junta especial, ad honórem, en cada uno de estos Municipios, para que distribuya el auxilio concedido, dentro de un elevado espíritu de justicia, prefiriendo a los damnificados más pobres y si fuere en el caso en proporción de las pérdidas sufridas.
