Artículo tercero. El Consejo de Ministros, al emitir concepto sobre la prima técnica que puede fijarse, tendrá en cuenta los factores de experiencia y títulos profesionales del candidato acreditados en el expediente con los documentos respectivos a que se refiere el artículo 1º, y la competencia especial del mismo conforme al conocimiento que de él se tenga. La opinión de cada uno de los miembros del Consejo de Ministros es reservada y ella se expresará por medios que aseguren su secreto.
