La presente ley tiene por objeto establecer, en virtud del principio de solidaridad social y del cumplimiento de los deberes del Estado consagrados en la Constitución Política, un sistema de protección a las víctimas del secuestro y sus familias, los requisitos y procedimientos para su aplicación, sus instrumentos jurídicos, sus destinatarios, y los agentes encargados de su ejecución y control.
