Facultase al gobierno para radicar en Bogotá las causas que se sigan contra los agentes de la Policía Nacional por delitos de homicidio o heridas cometidos en ejercicio de sus funciones o por razón de ellas, aunque no se reúnan las condiciones generales establecidas para la radicación de las causas criminales.
