Art. 4° Una vez terminados por el Ingeniero los estudios de cada una de las minas y propiedades á que se refiere este Decreto, rendirá el informe correspondiente al Ministro de Hacienda y Tesoro, y no se dará curso á ninguna solicitud relacionada con la compra ó indemnización de terrenos que puedan contener ó que contengan yacimientos de esmeraldas, mientras el Gobierno no haya recibido del citado Ingeniero el informe correspondiente.
