El Ministerio de Hacienda y Crédito Público-Dirección General de Crédito Público afectará las autorizaciones conferidas por el artículo 1º de la presente ley, en la fecha en que se apruebe la respectiva minuta de contrato por parte de la Dirección General de Crédito Público. Cuando se trate de emisión y colocación de títulos de deuda pública, las autorizaciones conferidas se afectarán en la fecha de colocación de los mismos.
