La presentación conjunta de propuestas será autorizada por los funcionarios a que se refiere el artículo precedente con anterioridad a la apertura de la licitación o a la celebración del contrato, según el caso. Esta decisión deberá fundarse en razones técnicas y económicas que muestren los beneficios de la ejecución conjunta de la obra y estará contenida en la resolución que ordene la apertura de la licitación.
