Artículo primero . El Gobierno Nacional podrá emitir pagarés de Deuda Pública Interna, destinados a financiar los gastos que ocasione el aumento del pie de fuerza de la Policía Nacional para el restablecimiento del orden público en las regiones del .país afectadas por la violencia, hasta por la cantidad de veinticinco millones de pesos ($ 25.000.000.00) moneda legal colombiana.
