º. El Ministerio de Agricultura y Desarrollo Rural otorgará visto bueno a las importaciones que pretendan acogerse al gravamen señalado en el artículo 1º de este decreto, a quienes hayan realizado compras efectivas de las cosechas nacionales de sorgo, yuca seca o maíz amarillo en las condiciones que para el efecto establezca.
