Para los efectos previstos en este capítulo, el Gobierno Nacional compilará en un solo estatuto orgánico todas las normas y disposiciones que permitan a las diferentes personas en situación de discapacidad acceder al servicio de comunicaciones. Deberá así mismo incluirse en dicho estatuto, un régimen especial de sanciones por el incumplimiento de dichas normas.
