º. Campo de aplicación. El presente decreto se aplicará exclusivamente para los combustibles líquidos derivados del petróleo que se importen de Venezuela con destino a las Zonas de Frontera del departamento de La Guajira, por parte de la cooperativa creada por los indígenas Wayuu y las personas naturales residentes en dichos territorios y que tradicionalrnente se han dedicado a esta actividad. La cooperativa deberá contar con capacidad logística, técnica e interés comercial para desarrollar las actividades de importación y distribución de combustibles líquidos derivados del petróleo.
