º . Creación, naturaleza jurídica y jurisdicción. Créase el Instituto Colombiano de Desarrollo Rural, Incoder, como un establecimiento público del orden nacional, adscrito al Ministerio de Agricultura y Desarrollo Rural, con personería jurídica, patrimonio propio y autonomía administrativa y financiera. El Instituto tendrá como sede principal la ciudad de Bogotá, D. C., y podrá conformar dependencias para el ejercicio de sus funciones en el orden territorial.
