Autorízase al Gobierno Nacional para que tome las medidas de orden administrativo y fiscal que sean necesarias para el cabal cumplimiento de esta Ley, dentro de las cuales quedan comprendidas las facultades para abrir los créditos adicionales o hacer los traslados correspondientes, en caso de que el Congreso no haga las apropiaciones respectivas dentro del Presupuesto Nacional.
