Art. 1.° EL Presidente de la Union hará la designacion de los alumnos oficiales que deben ser admitidos en la Universidad nacional, a razon de ocho por cada Estado, cuando las respectivas Lejislaturas no hagan uso del derecho que les concede la lei 94 de 1873.
