El artículo 1° del Decreto 970 de 1967, quedará así: "Las mercancías que se importen con base en préstamos de programa amortizables en cuarenta años estarán exentas del requisito de depósito previo mientras se hallen sujetos al régimen de licencia. En el mismo caso del inciso anterior, cuando las respectivas mercancías se hallen incluídas en la lista de libre importación, estarán exentas del sesenta por ciento (60%) del valor del correspondiente depósito".
