º Por la Dirección General de Caminos Nacionales procederá a elaborar y expedir-con la aprobación del Ministerio del ramo-las instrucciones reglamentarias generales para proyectar, construir y conservar las vías públicas nacionales, en forma que comprenda y completamente las varias disposiciones existentes sobre la materia. Esas instrucciones se publicarán en folleto para distribuirlas entre los empleados al servicio de tales vías y las Gobernaciones de los Departamentos.
