El Gobierno creará y organizará en la ciudad de Montería (Departamento de Bolívar), para que comience, funcionar en 1945, un colegio de segunda enseñanza para varones, que tendrá el nombre que el mismo gobierno determine. El Gobierno podrá abrir gradualmente los respectivos años de estudio.
