Autorízase ampliamente al Organo Ejecutivo para celebrar contratos con el Departamento de Antioquia tendientes a activar la terminación de las obras a que se ha hecho referencia y para abrir los créditos y hacer los traslados que sean necesarios para dar cumplimiento a esta Ley.
