Art. 39 . El Gobierno de la República reglamentará este nuevo instituto, nombrará los empleados que deban regentarlo y le dará una organización enteramente acorde con la de la Universidad nacional, fijando sueldo á los Superiores, Catedráticos y Pasantes, y disponiendo cuanto convenga y sea necesario para la próspera marcha del establecimiento.
