Del juramento. Ningún funcionario del Sistema entrará a ejercer su cargo sin prestar juramento de respetar, cumplir y hacer cumplir la constitución y las leyes y de desempeñar fielmente sus funciones. De este hecho deberá dejarse constancia por escrito en acta que firmará quien da la posesión, el posesionado y un representante de la Unidad de Personal. La omisión del cumplimiento de cualquiera de los requisitos que se exigen para la posesión, no invalidará los actos del funcionario respectivo ni lo excusa de responsabilidad en el ejercicio de sus funciones.
