Una vez entregados los trabajos a satisfacción del Ministro de Gobierno, se publicaran en folletos que serán repartidos profusamente a los Tribunales y Juzgados, a los agentes del Ministerio Publico, a las corporaciones científicas de jurisprudencia, y a las Facultades de Derecho existentes en la República, para que emitan sus conceptos sobre la materia de los proyectos elaborados.
