El Ministerio de Minas y Energía, las entidades adscritas o vinculadas o las autoridades delegadas para el efecto, iniciarán el procedimiento sancionatorio de oficio, a solicitud de parte interesada o por información o solicitud de funcionario público, por denuncia o queja presentada por cualquier persona o como consecuencia de haberse tomado previamente una medida preventiva o de seguridad.
