Los gastos de cada dependencia, tendrán, el siguiente orden de prioridades para su giro: Primera. - Servicios personales. - Transferencias de ley (cuota patronal Caja de Previsión Social, Instituto Colombiano de Bienestar Familiar y Caja de Compensación Familiar). - Aportes a los municipios y corregimientos. - Servicio de la deuda. Segunda . - Gastos generales. Tercera . - Demás transferencias y gastos de inversión. No podrán emitirse ni refrendarse giros ni hacerse pagos cuando se hicieren en contravención con lo dispuesto en el presente.
