La presente Ley constituye el Estatuto Orgánico del Presupuesto General de la Nación a que se refiere el inciso 1º. del artículo 210 de la Constitución Política. En consecuencia, todas las disposiciones en materia presupuestal deben ceñirse a las prescripciones contenidas en este Estatuto que regula el sistema presupuestal.
