Art. 1.° La primera autoridad política en cada distrito procederá inmediatamente, y con vista de los respectivos títulos de propiedad, a entregar las fincas raíces que dentro de los límites de su respectiva jurisdicción hubieren sido rematadas para hacer efectivos empréstitos, contribuciones o o exacciones de guerra durante la ocurrida en los años de 1876 y 1877, y las propiedades de la misma naturaleza, rematadas por igual motivo en el Estado de Antioquia, durante la guerra de 1879 en aquel Estado, y que aún no se han devuelto a sus dueños primitivos.
