El proyecto de Presupuesto que el Ministro de Hacienda y Crédito Público debe presentar al Congreso, de acuerdo con la presente Ley, contendrá las apropiaciones estimativas que la práctica de la vigencia anterior indique para atender a los servicios de necesidad y urgencia imprescindible, y las Cámaras no podrán disminuirlas por ningún concepto, ni el Poder Ejecutivo podrá contracreditarlas para abrir créditos suplementales o extraordinarios.
