La presente ley tiene por objeto modificar parcialmente el Capítulo V del Título III de la Ley 30 de 1992 , con relación a los artículos 86 y 87 de la Ley 30 de1992, para financiar los presupuestos de las universidades estatales u oficiales, adscritas o vinculadas administrativa o presupuestalmente al sector educación, así como adicionar disposiciones en lo referido al financiamiento de las instituciones técnicas profesionales, instituciones tecnológicas, instituciones universitarias o escuelas tecnológicas, estatales u oficiales, incluidas aquellas que son establecimientos públicos del orden territorial.
