Artículo sexto. No pueden formar parte de ningún congreso sindical, ni hacerse representar en él, sino las organizaciones que gocen de personería jurídica, estén funcionando y hayan funcionado legal y normalmente durante los seis (6) meses anteriores a la reunión, tengan sus juntas directivas al día, legalmente reconocidas e inscritas en el Departamento Nacional de Supervigilancia Sindical, fenecidas todas sus cuentas sobre manejo e inversión de los dineros sindicales, y, en fin, que hayan cumplido con todas las normas legales sobre control y vigilancia sindical.
