Adiciónase el artículo 1º del Decreto 2461 del 8 de diciembre 1999, "por el cual se aprueban los Estatutos y el Reglamento Interno de la Comisión de Regulación de Energía y Gas, CREG", en el sentido de introducir dentro del artículo 6º de la Resolución CREG 063 de noviembre 25 de 1999, el siguiente texto: "En caso de empate, se volverá a discutir y a votar el tema objeto de la decisión en la sesión inmediatamente siguiente. En el evento de subsistir el empate decidirá el Ministro de Minas y Energía."
