A partir de la fecha de expedición del presente decreto, toda comisión al exterior de los funcionarios pertenecientes a la Rama Ejecutiva del Poder Público del Sector Central y de las Entidades Descentralizadas que reciban aportes del Presupuesto Nacional, serán conferidas en los términos señalados por el Decreto 1666 de 1991, previo concepto impartido por el Director del Departamento Administrativo de la Presidencia de la República.
