Art. 141. El año en que deban verificarse votaciones populares, dirigirá el Poder Ejecutivo, con la debida anticipación, una circular a los empleados que deben intervenir en ellas, con el fin de recordarles el cumplimiento de los deberes que respectivamente les corresponden. Cada uno de los empleados a quienes la circular se dirija, acusará recibo de ella, para que en ningún caso pueda alegar ignorancia ú olvido, si deja de cumplir los deberes que le corresponden.
