Antes de proceder el Gobierno a la celebración de contratos para explotación de las sustancias a que se refiere el artículo 110 del Código Fiscal, podrá pedir informes sobre la conveniencia que haya de contratar, a los Gobernadores de los respectivos Departamentos o a los Intendentes o Comisarios Especiales correspondientes.
