En cualquier tiempo y sin otro requisito que la presente autorización, el Gobierno Nacional queda ampliamente facultado para abrir los créditos adicionales y hacer los traslados presupuéstales que fueren necesarios, ya sean de ingresos ordinarios o extraordinarios, para la apropiación de las partidas a que se refiere el artículo 3° de esta Ley.
