La suma a que se refiere el artículo 1º de la presente Ley será incluída en el Presupuesto de la actual vigencia, y en caso de no serlo, el Gobierno Nacional queda facultado para abrir los créditos correspondientes y efectuar las operaciones financieras que sean necesarias para el cumplimiento de esta Ley.
