De acuerdo con las normas que regulan la emisión de bonos de las entidades territoriales y de sus descentralizadas, en el marco de convenios recíprocos con los países limítrofes, autorízase a los departamentos donde estén las Unidades Especiales de Desarrollo Fronterizo para la emisión de bonos en moneda extranjera.
