El Ministerio de Comunicaciones previo concepto favorable de la Unidad Administrativa Especial de Aeronáutica Civil (UAEAC), expedirá la licencia correspondiente a las personas naturales o jurídicas propietarias de aeronaves, para el uso de las frecuencias atribuidas al servicio móvil aeronáutico (R) la cual se otorgará por períodos de (5) años.
