° Para la determinación del lugar donde deba fundarse la estación de que trata el artículo anterior, se nombrará una comisión que estudie las condiciones del terreno, vías de comunicación, facilidades, conveniencia e importancia de cada región, y demás factores esenciales que justifiquen el funcionamiento de una institución de esta clase. La comisión que se nombre estudiará preferentemente los terrenos ofrecidos al Ministerio por el Concejo Municipal de Montería, para ver si en ellos conviene llevar a cabo la fundación de la estación mencionada
