En caso de emergencia en el puerto de llegada, el Administrador de Aduana permitirá a las naves que en él se encuentren, hayan sido recibidas o nó, que sigan a descargar a otro puerto colombiano. La mercancía descargada en ese otro puerto podrá ser admitida allí para darla al consumo o ser devuelta al puerto que correspondía, cuando los permitan las circunstancias. Si se adopta este procedimiento, el Gobierno no asumirá ninguna responsabilidad con respecto a los consignatarios de la mercancía por haber dado tal permiso.
