Para el estudio de las medidas que hayan de adoptarse en desarrollo de los numerales primero y segundo del articulo anterior, el Presidente de la República designará, a fin de que lo asesore, una comisión paritaria, presidida por el Ministro de Justicia, e integrada por el Procurador General de la Nación, por dos Senadores y dos Representantes, y por dos profesores de Derecho Penal.
