Art. 4.° Autorízase asimismo al Gobierno para que en los trabajos de limpia y canalización del río Magdalena pueda contratar las obras de defensa necesarias a fin de evitar que las crecientes de los ríos Magdalena y Cesar destruyan la población del Banco.
