Las sumas de que trata esta Ley serán incluídas en el Presupuesto de la próxima vigencia, y al no hacerlo, se faculta al Gobierno Nacional para abrir los créditos necesarios y hacer los traslados presupuestales que permitan el cumplimiento de la presente ley.
