Todos los materiales, herramientas y enseres, que se importen del extranjero con destino exclusivo para la construcción de ferrocarriles de los Departamentos, o que se construyan directamente por estos, o en virtud de concesiones otorgadas por dichas entidades, quedan exentos del pago de los derechos consulares, de tonelaje y de aduanas, así como los impuestos fluviales; y en los ferrocarriles nacionales solo pagaran la tarifa mínima, con la rebaja a que se refiere el Artículo único de la Ley 50 de 1920 .
