Las labores que cumple el Gobierno Nacional por intermedio de la Superintendencia de Fomento Agrícola en la Zona Bananera del Departamento del Magdalena, se extenderán a los Municipios de la extinguida Provincia del Rio, en aquel Departamento, que el Gobierno considere aptos para lograr el incremento y defensa del cultivo del algodón que actualmente se desarrolla en esos Municipios y el fomento de otras actividades agrícolas.
