Articulo 3 º. Los certificados de cambio de que trata el artículo primero del presente Decreto tendrán una validez no mayor de seis meses, contados desde la fecha de su expedición. Vencido este plazo sólo serán convertidos a moneda corriente teniendo en cuenta el tipo de cambio que en el día de su vencimiento rija en Nueva York, para la respectíva moneda.
