Terminado el contrato que el Gobierno celebre, en virtud de esta Ley, los valores acumulados por el contratista deben quedar vinculados a los establecimientos creados por ella junto con los dineros que hubieren en aja, y no podrán destinarse en ningún tiempo a objeto distinto del fomento y producción de la industria cafetera. La Contraloría General de la República, queda encargada de verificar el cumplimiento de esta disposición.
