El Gobierno procederá a ordenar los estudios de la carretera que partiendo de Carraipía empalme con la de Riohacha-Valledupar. Concluidos tales estudios, y debidamente aprobados por el Ministerio de Obras Públicas, el Gobierno acometerá los respectivos trabajos de construcción, y con este objeto queda autorizado para abrir al Presupuesto el crédito correspondiente.
