El Congreso Nacional, en cada una de las próximas diez (10) vigencias fiscales, apropiará partidas de un millón de pesos ($ 1.000.000.00) para dar cumplimiento a lo dispuesto en el artículo primero de esta Ley. Autorízase al Gobierno Nacional para hacer las operaciones presupuestales tendientes a dar cumplimiento de la presente Ley.
