° El Gobierno determinará las dependencias administrativas y técnicas que considere convenientes para el buen funcionamiento del Servicio de Inteligencia Colombiano, fijará la planta del personal, sus categorías y remuneraciones, y dotará de los elementos necesarios a tales dependencias. Asimismo el Gobierno podrá fijar las partidas de gastos especiales que demande la solución de los problemas informativos.
