Para los efectos del mejor cumplimiento de la presente Ley, créase una junta con residencia en Puerto Wilches compuesta del Ingeniero Jefe de los trabajos hidráulicos que adelanta la Nación en dicho puerto, o en su defecto el Ingeniero encargado de la obra de la prolongación, del Alcalde y del Personero Municipales y del Agente del Consejo de los Ferrocarriles en el mencionado Municipio.
