Art.12.° Siempre que la conducta de un Obispo, Prelado o Pastor superior, sean abiertamente contraria a las instituciones de la República del Congreso, por una resolución aprobada en dos debates, por ambas Cámaras separadamente, podrá prohibirle a perpetuidad el ejercicio de ordinario eclesiástico en el territorio de la Union.
